About Alvin
With over two decades of experience in resilience planning, systems innovation, and development management, I partner with governments, NGOs, and communities to design strategies that last.
My work sits at the intersection of climate adaptation, disaster risk reduction, and organizational performance — disciplines that are usually kept in separate silos. I bring them together so that a strategy built for a ministry, an NGO field office, or an investment committee can survive the thing it was actually designed for: a typhoon, a funding gap, a change in leadership, a market shock.
That approach has taken me from barangay-level DRR protocols to the lead architecture of the Bangsamoro Investment Roadmap (BIRD) 2026–2035, and from WHO-partnered emergency-responder training to authoring two books on resilience — including Personal Resilience: The Path to Oneness. Whatever the mandate, the goal is the same: systems that keep working long after the workshop ends and the contract closes.
